HB 1665-FN-A (2020)

establishing an independent advisory commission on redistricting.

  • Status: Vetoed, override failed
  • Term: 2019-2020
  • House committee: Election Law
  • Senate committee: Election Law and Municipal Affairs
  • Subject: Elections

The Story

It was introduced on January 8, 2020 and referred to the House Election Law committee. The committee held a public hearing on January 28, 2020. The committee held work sessions on February 5, 2020, February 13, 2020, February 18, 2020 and February 20, 2020. The committee met in executive session on March 3, 2020 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it with changes (amendment 2020-0899h) by a vote of 14–6, and the report was placed on the regular calendar. The committee's amendment (2020-0899h) was adopted on a voice vote on March 12, 2020, changing the text of the bill. On March 12, 2020 the House voted to pass it with changes on a roll call 203–121. It crossed to the Senate on June 16, 2020 and was referred to the Senate Election Law and Municipal Affairs committee. The committee held a public hearing on June 25, 2020. The committee recommended that the Senate pass it. On June 29, 2020 the Senate voted to pass it and ordered it to a third reading. The bill was enrolled on June 30, 2020 — the final check of the text before it goes to the governor. The governor vetoed it on July 31, 2020. The legislature can override a veto with a two-thirds vote in both chambers. On September 16, 2020 the House voted 198–135 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
