establishing a protective order for vulnerable adults.
- Status: Vetoed, override failed
- Term: 2019-2020
- House committee: Health, Human Services and Elderly Affairs
- Senate committee: Judiciary
- Subject: Miscellaneous
The Story
It was introduced on January 8, 2020 and referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on January 21, 2020. The committee held a work session on January 30, 2020. The committee met in executive session on February 4, 2020 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it with changes (amendment 2020-0050h) by a vote of 12–9, and the report was placed on the regular calendar. The committee's amendment (2020-0050h) was adopted on a voice vote on February 19, 2020, changing the text of the bill. On February 19, 2020 the House voted to pass it with changes on a roll call 206–144. On February 19, 2020 the bill was referred to the Criminal Justice and Public Safety committee, whose chair waived the referral under House Rule 46(f). It crossed to the Senate and was referred to the Senate Judiciary committee. The committee held a public hearing on March 3, 2020. The committee recommended that the Senate pass it. On March 11, 2020 the Senate adopted “Special Order to 03/12/2020, Without Objection”. On March 12, 2020 the Senate voted to pass it and ordered it to a third reading. The bill was enrolled on June 30, 2020 — the final check of the text before it goes to the governor. The governor vetoed it on July 28, 2020. The legislature can override a veto with a two-thirds vote in both chambers. On September 16, 2020 the House voted 191–142 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
