adopting omnibus legislation concerning workers.

  • Status: Vetoed, override failed
  • Term: 2019-2020
  • House committee: Executive Departments and Administration
  • Senate committee: Commerce
  • Subject: Employment

The Story

It was introduced on January 8, 2020 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on January 21, 2020. The committee held work sessions on February 5, 2020 and February 12, 2020. The committee met in executive session on March 3, 2020 to vote on its recommendation. The committee voted 15–4 to recommend that the House pass it with changes (amendment 2020-0574h), and the report was placed on the regular calendar. The committee's amendment (2020-0574h) was adopted on a voice vote on March 12, 2020, changing the text of the bill. On March 12, 2020 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 12, 2020 and was referred to the Senate Commerce committee. The committee held a public hearing on June 11, 2020. The committee recommended that the Senate pass it with changes (amendment 2020-1465s). Part of the committee's amendment (2020-1465s) was adopted on a roll call 23–1, changing the text of the bill. Part of the committee's amendment (2020-1465s) was adopted on a roll call 14–10, changing the text of the bill. On June 16, 2020 the Senate voted to pass it with changes. On June 30, 2020 the House adopted “House Concurs with Senate Amendment” on a roll call 202–127, on a motion by Rep. Goley. The bill was enrolled on July 10, 2020 — the final check of the text before it goes to the governor. The governor vetoed it on August 7, 2020. The legislature can override a veto with a two-thirds vote in both chambers. On September 16, 2020 the House voted 202–133 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
