HB 1454 (2020)
relative to alternative learning credit rules of the state board of education.
- Status: Vetoed, override failed
- Term: 2019-2020
- House committee: Education
- Senate committee: Education and Workforce Development
- Subject: Education - General
The Story
It was introduced on January 8, 2020 and referred to the House Education committee. The committee held a public hearing on January 16, 2020. The committee met in executive session on January 30, 2020 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it by a vote of 11–9, and the report was placed on the regular calendar. On February 20, 2020 the House voted to pass it on a roll call 202–142. It crossed to the Senate on March 11, 2020 and was referred to the Senate Education and Workforce Development committee. The committee held a public hearing on June 10, 2020. The committee's amendment (2020-1445s) was adopted on a voice vote on June 16, 2020, changing the text of the bill. On June 16, 2020 the Senate voted to pass it with changes and ordered it to a third reading. On June 30, 2020 the House adopted “House Concurs with Senate Amendment” on a roll call 193–136, on a motion by Rep. Myler. The bill was enrolled on July 10, 2020 — the final check of the text before it goes to the governor. The governor vetoed it on July 24, 2020. The legislature can override a veto with a two-thirds vote in both chambers. On September 16, 2020 the House voted 193–140 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
