The Story
It was introduced on January 8, 2020 and referred to the House Judiciary committee. The committee held a public hearing on January 14, 2020. The committee held a work session on January 30, 2020. The committee met in executive session on February 18, 2020 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it with changes (amendment 2020-0687h) by a vote of 12–7, and the report was placed on the regular calendar. The committee's amendment (2020-0687h) was adopted on a voice vote on March 12, 2020, changing the text of the bill. On March 12, 2020 the House voted to pass it with changes on a roll call 188–108. It crossed to the Senate on March 12, 2020 and was referred to the Senate Commerce committee. The Senate withdrew that referral and sent the bill to the Judiciary committee instead. The committee held a public hearing on June 9, 2020. The committee recommended that the Senate pass it with changes (amendment 2020-1494s). The committee's amendment (2020-1494s) was rejected on a voice vote on June 16, 2020. A floor amendment (2020-1535s), offered by Sen. Chandley, was adopted on a voice vote on June 16, 2020, changing the text of the bill. On June 16, 2020 the Senate voted to pass it with changes and ordered it to a third reading. On June 30, 2020 the House adopted “House Concurs with Senate Amendment” on a roll call 187–135, on a motion by Rep. Marjorie Smith. The bill was enrolled on July 6, 2020 — the final check of the text before it goes to the governor. The governor vetoed it on July 10, 2020. The legislature can override a veto with a two-thirds vote in both chambers. On September 16, 2020 the House voted 187–148 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
