The Story
It was introduced on January 8, 2020 and referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on January 22, 2020. The committee met in executive session on February 4, 2020 to vote on its recommendation. The committee voted unanimously, 20–0, to recommend that the House pass it with changes (amendment 2020-0370h), and the report was placed on the consent calendar. The committee's amendment (2020-0370h) was adopted on a voice vote on February 19, 2020, changing the text of the bill. On February 19, 2020 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 11, 2020 and was referred to the Senate Health and Human Services committee. The committee held a public hearing on June 10, 2020. The committee recommended that the Senate pass it with changes (amendment 2020-1430s). The committee's amendment (2020-1430s) was adopted on a voice vote on June 16, 2020, changing the text of the bill. A floor amendment (2020-1539s), offered by Sen. Sherman, was adopted on a voice vote on June 16, 2020, changing the text of the bill. On June 16, 2020 the Senate voted to pass it with changes and ordered it to a third reading. On June 30, 2020 the House adopted “House Concurs with Senate Amendment” on a roll call 194–132, on a motion by Rep. Lucy Weber. The bill was enrolled on July 10, 2020 — the final check of the text before it goes to the governor. The governor vetoed it on July 17, 2020. The legislature can override a veto with a two-thirds vote in both chambers. On September 16, 2020 the House voted 196–139 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
