The Story
It was introduced on January 8, 2020 and referred to the House Commerce and Consumer Affairs committee. The committee held a public hearing on January 21, 2020. The committee held a work session on January 30, 2020. The committee met in executive session on February 4, 2020 to vote on its recommendation. The committee voted 11–9 to recommend that the House pass it, and the report was placed on the regular calendar. On March 11, 2020 the House voted to pass it on a division vote 208–130. It crossed to the Senate on March 12, 2020 and was referred to the Senate Commerce committee. The committee held a public hearing on June 11, 2020. The committee recommended that the Senate pass it with changes (amendment 2020-1471s). Part of the committee's amendment (2020-1471s) was rejected on a roll call 12–12. Part of the committee's amendment (2020-1471s) was adopted on a roll call 14–10, changing the text of the bill. On June 16, 2020 the Senate voted to pass it with changes and ordered it to a third reading. On June 30, 2020 the House adopted “House Concurs with Senate Amendment” on a roll call 178–154, on a motion by Rep. Billie Butler. The bill was enrolled on June 30, 2020 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2020-1629) was adopted on a voice vote to correct technical errors found after passage. The bill was enrolled on July 10, 2020 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2020-1629e) was adopted on a voice vote to correct technical errors found after passage. The governor vetoed it on July 17, 2020. The legislature can override a veto with a two-thirds vote in both chambers. On September 16, 2020 the House voted 193–145 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
