The Story

It was introduced on January 2, 2019 and referred to the House Municipal and County Government committee. The committee held a public hearing on March 6, 2019. The committee met in executive session on March 13, 2019 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on June 25, 2019, August 20, 2019, August 27, 2019, September 3, 2019, September 10, 2019, September 24, 2019, October 8, 2019, October 9, 2019, October 15, 2019 and October 29, 2019. The committee met in executive session on November 7, 2019 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 2019-2819h), and the minority recommended that the House kill it, by a vote of 12–7. The report was placed on the regular calendar. The committee's amendment (2019-2819h) was adopted on a voice vote on January 9, 2020, changing the text of the bill. On January 9, 2020 the House voted to pass it with changes on a roll call 215–151. It crossed to the Senate on March 11, 2020 and was referred to the Senate Election Law and Municipal Affairs committee. On June 16, 2020 the Senate adopted “Vacated from Committee and Laid on Table” on a voice vote. The bill died on the table under Senate Rule 3-23 at adjournment on September 16, 2020, having been set aside and never taken back up.
