It was introduced on January 3, 2019 and referred to the Senate Judiciary committee. The committee held a public hearing on January 22, 2019. The committee recommended that the Senate pass it. On February 14, 2019 the Senate adopted “Special Order to the Present Time, Without Objection”. On February 14, 2019 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on March 20, 2019 and was referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on April 3, 2019. The committee held work sessions on April 16, 2019 and April 17, 2019. The committee met in executive session on April 18, 2019 to vote on its recommendation. The committee voted unanimously, 19–0, to recommend that the House pass it with changes (amendment 2019-1504h), and the report was placed on the consent calendar. The committee's amendment (2019-1504h) was adopted on a voice vote on May 2, 2019, changing the text of the bill. On May 2, 2019 the House voted to pass it with changes on a voice vote. On June 13, 2019 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Hennessey. The bill was enrolled on June 27, 2019 — the final check of the text before it goes to the governor. The governor signed it on July 12, 2019, making it Chapter 224 of the session laws.
