The Story
It was introduced on January 3, 2019 and referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on January 22, 2019. The committee recommended that the Senate pass it with changes (amendment 2019-0071s). The committee's amendment (2019-0071s) was adopted on a voice vote on January 31, 2019, changing the text of the bill. A floor amendment (2019-0217s), offered by Sen. Giuda, was adopted on a voice vote on January 31, 2019, changing the text of the bill. On January 31, 2019 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 20, 2019 and was referred to the House Municipal and County Government committee. The committee held a public hearing on April 16, 2019. The committee met in executive session on April 23, 2019 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it with changes (amendment 2019-1520h) by a vote of 13–7, and the report was placed on the regular calendar. The committee's amendment (2019-1520h) was adopted on a voice vote on May 8, 2019, changing the text of the bill. A floor amendment (2019-1859h), offered by Rep. Abramson, was rejected on a division vote 119–209 on May 8, 2019. On May 8, 2019 the House voted to pass it with changes on a roll call 206–118. On June 13, 2019 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Fuller Clark. The bill was enrolled on June 27, 2019 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2019-2655e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 29, 2019, making it Chapter 300 of the session laws.
