SB 4 (2019)

relative to the group and individual health insurance market.

  • Status: Signed into law
  • Term: 2019-2020
  • House committee: Commerce and Consumer Affairs
  • Senate committee: Health and Human Services
  • Subject: Insurance
  • Chapter law: 220

The Story

It was introduced on January 3, 2019 and referred to the Senate Health and Human Services committee. The committee held a public hearing on February 5, 2019. The committee recommended that the Senate pass it with changes (amendment 2019-1176s). On March 27, 2019 the Senate adopted “Special Order to the beginning of the regular calendar, Without Objection”. The committee's amendment (2019-1176s) was adopted on a voice vote on March 27, 2019, changing the text of the bill. On March 27, 2019 the Senate voted to pass it with changes and ordered it to a third reading. It crossed to the House and was referred to the House Commerce and Consumer Affairs committee. The committee held a public hearing on April 23, 2019. The committee held a work session on April 25, 2019. The committee met in executive session on April 25, 2019 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it by a vote of 11–8, and the report was placed on the regular calendar. On May 8, 2019 the House voted to pass it on a roll call 213–137. The bill was enrolled on June 13, 2019 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2019-2379e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 12, 2019, making it Chapter 220 of the session laws. It took effect on September 10, 2019.
