The Story
It was introduced on January 3, 2019 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on January 23, 2019. The committee voted unanimously, 5–0, to recommend that the Senate pass it, and the report was placed on the consent calendar. On February 14, 2019 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on March 20, 2019 and was referred to the House Municipal and County Government committee. The committee held a public hearing on April 9, 2019. The committee met in executive session on April 23, 2019 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it with changes (amendment 2019-1462h) by a vote of 13–7, and the report was placed on the regular calendar. The committee's amendment (2019-1462h) was adopted on a division vote 219–127 on May 23, 2019, changing the text of the bill. On May 23, 2019 the House voted to pass it with changes on a voice vote. On June 13, 2019 the Senate adopted “Without Objection, Sen. Carson Withdraws the recommendation to Concur”. On June 13, 2019 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Sharon Carson. On June 13, 2019 the House adopted “House Accedes to Senate Request for CofC” on a voice vote, on a motion by Rep. Carson. On June 27, 2019 the House adopted the conference report (2597c) on a voice vote. On June 27, 2019 the Senate adopted the conference report (2019-2597c) on a voice vote. The bill was enrolled on June 27, 2019 — the final check of the text before it goes to the governor. The governor signed it on July 29, 2019, making it Chapter 299 of the session laws.
