The Story
It was introduced on January 3, 2019 and referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on February 5, 2019. The committee recommended that the Senate pass it with changes (amendment 2019-0869s). The committee's amendment (2019-0869s) was adopted on a voice vote on March 14, 2019, changing the text of the bill. On March 14, 2019 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 20, 2019 and was referred to the House Science, Technology and Energy committee. The committee held a public hearing on April 2, 2019. The committee met in executive session on April 24, 2019 to vote on its recommendation. The committee voted 19–1 to recommend that the House pass it, and the report was placed on the regular calendar. On May 8, 2019 the House voted to pass it on a voice vote. On May 8, 2019 the bill was referred to the Municipal and County Government committee. The committee held a public hearing on May 16, 2019. The committee met in executive session on May 28, 2019 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it by a vote of 12–3, and the report was placed on the regular calendar. On June 5, 2019 the House voted to pass it on a voice vote. The bill was enrolled on June 13, 2019 — the final check of the text before it goes to the governor. The governor vetoed it on July 10, 2019. The legislature can override a veto with a two-thirds vote in both chambers. On September 19, 2019 the Senate voted 14–10 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
