The Story
It was introduced on January 3, 2019 and referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on February 19, 2019. The committee recommended that the Senate pass it with changes (amendment 2019-0855s). The committee's amendment (2019-0855s) was rejected on a voice vote on March 14, 2019. A floor amendment (2019-1030s), offered by Sen. Fuller Clark, was adopted on a voice vote on March 14, 2019, changing the text of the bill. On March 14, 2019 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 20, 2019 and was referred to the House Science, Technology and Energy committee. The committee held a public hearing on April 2, 2019. The committee held work sessions on April 10, 2019, April 17, 2019, April 23, 2019 and April 25, 2019. The committee met in executive session on April 30, 2019 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it with changes (amendment 2019-1719h) by a vote of 14–4, and the report was placed on the regular calendar. The committee's amendment (2019-1719h) was adopted on a voice vote on May 8, 2019, changing the text of the bill. On May 8, 2019 the House voted to pass it with changes on a roll call 218–133. On June 13, 2019 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Fuller Clark. The bill was enrolled on June 27, 2019 — the final check of the text before it goes to the governor. The governor signed it on July 19, 2019, making it Chapter 286 of the session laws. It took effect on September 17, 2019.
