  • Status: Became law unsigned
  • Term: 2019-2020
  • House committee: Education
  • Senate committee: Education and Workforce Development
  • Subject: Education - General
  • Chapter law: 323

The Story

It was introduced on January 3, 2019 and referred to the Senate Education and Workforce Development committee. The committee held a public hearing on March 12, 2019. The committee recommended that the Senate pass it with changes (amendment 2019-1135s). On March 27, 2019 the Senate adopted “Special Order to the beginning of the regular calendar, Without Objection”. The committee's amendment (2019-1135s) was adopted on a voice vote on March 27, 2019, changing the text of the bill. On March 27, 2019 the Senate voted to pass it with changes and ordered it to a third reading. It crossed to the House and was referred to the House Education committee. The committee held a public hearing on April 10, 2019. The committee met in executive session on April 30, 2019 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it with changes (amendment 2019-1718h) by a vote of 16–2, and the report was placed on the regular calendar. The committee's amendment (2019-1718h) was adopted on a voice vote on May 8, 2019, changing the text of the bill. A floor amendment (2019-1847h), offered by Rep. Rick Ladd, was rejected on a roll call 132–203 on May 8, 2019. On May 8, 2019 the House voted to pass it with changes on a roll call 208–133. On June 6, 2019 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Kahn. On June 6, 2019 the House adopted “House Accedes to Senate Request for CofC” on a voice vote, on a motion by Rep. Myler. On June 27, 2019 the House adopted the conference report (2595c) on a roll call 206–146. On June 27, 2019 the Senate adopted the conference report (2019-2595c) on a voice vote. The bill was enrolled on June 27, 2019 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2019-2663e) was adopted on a voice vote to correct technical errors found after passage. It became law without the governor's signature on August 13, 2019, as Chapter 323. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
