The Story
It was introduced on January 3, 2019 and referred to the Senate Transportation committee. The committee held a public hearing on February 5, 2019. The committee recommended that the Senate pass it. A floor amendment (2019-0541s), offered by Sen. Levesque, was adopted on a roll call 14–10 on February 21, 2019, changing the text of the bill. On February 21, 2019 the Senate voted to pass it with changes and ordered it to a third reading. It crossed to the House on March 20, 2019 and was referred to the House Public Works and Highways committee. The committee held a public hearing on May 22, 2019. The committee met in executive session on May 28, 2019 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it by a vote of 12–8, and the report was placed on the regular calendar. On June 6, 2019 the House voted to pass it on a roll call 213–141. The bill was enrolled on June 13, 2019 — the final check of the text before it goes to the governor. It became law without the governor's signature, as Chapter 289. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
