The Story

It was introduced on January 3, 2019 and referred to the Senate Transportation committee. The committee held a public hearing on February 12, 2019. The committee recommended that the Senate pass it with changes (amendment 2019-0827s). The committee's amendment (2019-0827s) was adopted on a voice vote on March 14, 2019, changing the text of the bill. On March 14, 2019 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On March 28, 2019 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House and was referred to the House Transportation committee. The committee held public hearings on April 9, 2019 and April 16, 2019. The committee held a work session on April 17, 2019. The committee met in executive session on April 23, 2019 to vote on its recommendation. The committee voted unanimously, 19–0, to recommend that the House pass it with changes (amendment 2019-1604h), and the report was placed on the regular calendar. The committee's amendment (2019-1604h) was adopted on a voice vote on May 2, 2019, changing the text of the bill. On May 2, 2019 the House voted to pass it with changes on a voice vote. On June 6, 2019 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. David Watters. On June 6, 2019 the House adopted “House Accedes to Senate Request for CofC” on a voice vote, on a motion by Rep. George Sykes. On June 27, 2019 the House adopted the conference report (2549c) on a roll call 260–92. On June 27, 2019 the Senate adopted the conference report (2019-2549c) on a voice vote. The bill was enrolled on June 27, 2019 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2019-2672e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on August 2, 2019, making it Chapter 310 of the session laws.
