The Story
It was introduced on January 3, 2019 and referred to the Senate Energy and Natural Resources committee. The committee held public hearings on March 5, 2019 and March 12, 2019. The committee recommended that the Senate pass it. On March 21, 2019 the Senate voted to pass it and ordered it to a third reading. It crossed to the House and was referred to the House Election Law committee. The committee held a public hearing on April 9, 2019. The committee met in executive session on April 23, 2019 to vote on its recommendation. The committee voted unanimously, 18–0, to recommend that the House pass it with changes (amendment 2019-1474h), and the report was placed on the consent calendar. The committee's amendment (2019-1474h) was adopted on a voice vote on May 8, 2019, changing the text of the bill. On May 8, 2019 the House voted to pass it with changes on a voice vote. On May 8, 2019 the bill was referred to the Science, Technology and Energy committee. The committee held a public hearing on May 15, 2019. The committee met in executive session on May 15, 2019 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it by a vote of 10–9, and the report was placed on the regular calendar. On June 6, 2019 the House voted to pass it on a voice vote. On June 13, 2019 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Fuller Clark. The bill was enrolled on June 27, 2019 — the final check of the text before it goes to the governor. The governor signed it on July 12, 2019, making it Chapter 244 of the session laws. It took effect on September 10, 2019.
