SB 205 (2019)

relative to energy efficiency programs funded from the systems benefits charge and the duties and members of the energy efficiency and sustainable energy board.

  • Status: Vetoed, override failed
  • Term: 2019-2020
  • House committee: Science, Technology and Energy
  • Senate committee: Energy and Natural Resources
  • Subject: Energy and Utilities

The Story

It was introduced on January 3, 2019 and referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on March 5, 2019. The committee recommended that the Senate pass it with changes (amendment 2019-1179s). The committee's amendment (2019-1179s) was adopted on a voice vote on March 28, 2019, changing the text of the bill. A floor amendment (2019-1346s), offered by Sen. Feltes, was adopted on a voice vote on March 28, 2019, changing the text of the bill. On March 28, 2019 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House and was referred to the House Science, Technology and Energy committee. The committee held a public hearing on April 10, 2019. The committee met in executive session on April 24, 2019 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it with changes (amendment 2019-1640h) by a vote of 12–8, and the report was placed on the regular calendar. The committee's amendment (2019-1640h) was adopted on a voice vote on May 8, 2019, changing the text of the bill. On May 8, 2019 the House voted to pass it with changes on a roll call 197–127. On June 13, 2019 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Fuller Clark. The bill was enrolled on June 27, 2019 — the final check of the text before it goes to the governor. The governor vetoed it on July 19, 2019. The legislature can override a veto with a two-thirds vote in both chambers. On September 19, 2019 the Senate voted 14–10 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
