SB 196 (2019)

relative to non-academic surveys administered by a public school to its students.

  • Status: Vetoed, override failed
  • Term: 2019-2020
  • House committee: Education
  • Senate committee: Education and Workforce Development
  • Subject: Education - General

The Story

It was introduced on January 3, 2019 and referred to the Senate Education and Workforce Development committee. The committee held a public hearing on January 29, 2019. The committee recommended that the Senate pass it with changes (amendment 2019-0313s). On February 14, 2019 the Senate adopted “Special Order to After Energy and Natural Resources, Without Objection”. The committee's amendment (2019-0313s) was adopted on a roll call 13–10 on February 14, 2019, changing the text of the bill. On February 14, 2019 the Senate voted to pass it with changes and ordered it to a third reading. It crossed to the House on March 20, 2019 and was referred to the House Education committee. The committee held a public hearing on April 3, 2019. The committee met in executive session on May 7, 2019 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it with changes (amendment 2019-1802h) by a vote of 11–9, and the report was placed on the regular calendar. The committee's amendment (2019-1802h) was adopted on a voice vote on May 23, 2019, changing the text of the bill. A floor amendment (2019-1848h), offered by Rep. Shaw, was rejected on a roll call 155–215 on May 23, 2019. On May 23, 2019 the House voted to pass it with changes on a roll call 218–150. On June 13, 2019 the Senate voted to agree to the other chamber's changes, on a motion by Sen. Kahn. The bill was enrolled on June 27, 2019 — the final check of the text before it goes to the governor. The governor vetoed it on July 12, 2019. The legislature can override a veto with a two-thirds vote in both chambers. On September 19, 2019 the Senate voted 13–11 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
