- Status: Vetoed, override failed
- Term: 2019-2020
- House committee: Science, Technology and Energy
- Senate committee: Energy and Natural Resources
- Subject: Energy and Utilities
The Story
It was introduced on January 3, 2019 and referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on January 29, 2019. The committee recommended that the Senate pass it with changes (amendment 2019-0662s). The committee's amendment (2019-0662s) was rejected on a voice vote on March 7, 2019. A floor amendment (2019-0737s), offered by Sen. Feltes, was adopted on a voice vote on March 7, 2019, changing the text of the bill. On March 7, 2019 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On March 21, 2019 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House and was referred to the House Science, Technology and Energy committee. The committee held a public hearing on April 10, 2019. The committee met in executive session on April 24, 2019 and April 30, 2019. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it with changes (amendment 2019-1700h) by a vote of 12–7, and the report was placed on the regular calendar. The committee's amendment (2019-1700h) was adopted on a voice vote on May 8, 2019, changing the text of the bill. A floor amendment (2019-1851h), offered by Rep. Somssich, was adopted on a voice vote on May 8, 2019, changing the text of the bill. On May 8, 2019 the House voted to pass it with changes on a roll call 209–140. On June 6, 2019 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Fuller Clark. On June 6, 2019 the House adopted “House Accedes to Senate Request for CofC” on a voice vote, on a motion by Rep. Backus. On June 27, 2019 the House adopted the conference report (2570c) on a voice vote. On June 27, 2019 the Senate adopted the conference report (2019-2570c) on a voice vote. The bill was enrolled on June 27, 2019 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2019-2666e) was adopted on a voice vote to correct technical errors found after passage. The governor vetoed it on August 2, 2019. The legislature can override a veto with a two-thirds vote in both chambers. On September 19, 2019 the Senate voted 14–10 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
