The Story

It was introduced on January 3, 2019 and referred to the Senate Commerce committee. The committee held a public hearing on March 19, 2019. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2019-1165s), and the report was placed on the consent calendar. The committee's amendment (2019-1165s) was adopted on a voice vote on March 27, 2019, changing the text of the bill. On March 27, 2019 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House and was referred to the House Labor, Industrial and Rehabilitative Services committee. The committee held a public hearing on April 10, 2019. The committee held work sessions on April 24, 2019 and May 1, 2019. The committee met in executive session on May 1, 2019 to vote on its recommendation. The committee voted unanimously, 19–0, to recommend that the House pass it with changes (amendment 2019-1770h), and the report was placed on the consent calendar. The committee's amendment (2019-1770h) was adopted on a voice vote on May 8, 2019, changing the text of the bill. On May 8, 2019 the House voted to pass it with changes on a voice vote. On June 13, 2019 the Senate voted to agree to the other chamber's changes, on a motion by Sen. Cavanaugh. On June 13, 2019 the Senate adopted “Reconsideration on the vote taken by this body on SB 148” on a voice vote, on a motion by Sen. Feltes. On June 13, 2019 the Senate again voted to agree to the other chamber's changes, on a motion by Sen. Cavanaugh. The bill was enrolled on June 27, 2019 — the final check of the text before it goes to the governor. The governor vetoed it on July 12, 2019. The legislature can override a veto with a two-thirds vote in both chambers. On September 19, 2019 the Senate voted 16–8 to override the governor's veto on a roll call, meeting the two thirds threshold. On September 19, 2019 the House voted 218–139 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
