SB 146-FN (2019)

relative to eliminating the waiting period before eligibility to receive unemployment benefits.

  • Status: Vetoed, override failed
  • Term: 2019-2020
  • House committee: Labor, Industrial and Rehabilitative Services
  • Senate committee: Commerce
  • Subject: Employment

The Story

It was introduced on January 3, 2019 and referred to the Senate Commerce committee. The committee held a public hearing on February 7, 2019. The committee recommended that the Senate pass it. On February 14, 2019 the Senate adopted “Special Order to After Energy and Natural Resources, Without Objection”. On February 14, 2019 the Senate voted to pass it and ordered it to a third reading. It crossed to the House on March 20, 2019 and was referred to the House Labor, Industrial and Rehabilitative Services committee. The committee held a public hearing on April 24, 2019. The committee met in executive session on May 1, 2019 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it by a vote of 12–7, and the report was placed on the regular calendar. On May 8, 2019 the House voted to pass it on a roll call 201–137. The bill was enrolled on May 30, 2019 — the final check of the text before it goes to the governor. The governor vetoed it on June 25, 2019. The legislature can override a veto with a two-thirds vote in both chambers. On September 19, 2019 the Senate voted 14–10 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
