The Story
It was introduced on January 3, 2019 and referred to the Senate Education and Workforce Development committee. The committee held a public hearing on February 5, 2019. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2019-0310s), and the report was placed on the consent calendar. The committee's amendment (2019-0310s) was adopted on a voice vote on February 14, 2019, changing the text of the bill. On February 14, 2019 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 20, 2019 and was referred to the House Education committee. The committee held a public hearing on April 3, 2019. The committee met in executive session on April 18, 2019 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it by a vote of 13–7, and the report was placed on the regular calendar. On May 2, 2019 the House voted to pass it on a roll call 217–142. The bill was enrolled on May 15, 2019 — the final check of the text before it goes to the governor. It became law without the governor's signature on June 8, 2019, as Chapter 72. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
