The Story
It was introduced on January 3, 2019 and referred to the Senate Judiciary committee. The committee held a public hearing on March 12, 2019. The committee voted unanimously, 5–0, to recommend that the Senate pass it, and the report was placed on the consent calendar. On March 21, 2019 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House and was referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on April 17, 2019. The committee met in executive session on April 18, 2019 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it by a vote of 18–1, and the report was placed on the regular calendar. On May 2, 2019 the House voted to pass it on a voice vote. The bill was enrolled on May 15, 2019 — the final check of the text before it goes to the governor. The governor signed it on June 21, 2019, making it Chapter 121 of the session laws.
