It was introduced on January 3, 2019 and referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on March 5, 2019. The committee recommended that the Senate pass it with changes (amendment 2019-1196s). The committee's amendment (2019-1196s) was adopted on a voice vote on March 28, 2019, changing the text of the bill. On March 28, 2019 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House and was referred to the House Science, Technology and Energy committee. The committee held a public hearing on April 24, 2019. The committee met in executive session on April 30, 2019 to vote on its recommendation. The committee voted 16–3 to recommend that the House pass it, and the report was placed on the regular calendar. On May 23, 2019 the House voted to pass it on a voice vote. The bill was enrolled on June 6, 2019 — the final check of the text before it goes to the governor. The governor signed it on June 19, 2019, making it Chapter 94 of the session laws. It took effect on August 18, 2019.
