  • Status: Became law unsigned
  • Term: 2019-2020
  • House committee: Labor, Industrial and Rehabilitative Services
  • Senate committee: Education and Workforce Development
  • Subject: Employment
  • Chapter law: 317

The Story

It was introduced on January 3, 2019 and referred to the Senate Education and Workforce Development committee. The committee held a public hearing on February 5, 2019. The committee recommended that the Senate pass it. On February 14, 2019 the Senate adopted “Special Order to After Energy and Natural Resources, Without Objection”. On February 14, 2019 the Senate voted to pass it and ordered it to a third reading. It crossed to the House on March 20, 2019 and was referred to the House Labor, Industrial and Rehabilitative Services committee. The committee held a public hearing on April 17, 2019. The committee met in executive session on April 24, 2019 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it with changes (amendment 2019-1634h) by a vote of 12–8, and the report was placed on the regular calendar. The committee's amendment (2019-1634h) was adopted on a voice vote on May 8, 2019, changing the text of the bill. On May 8, 2019 the House voted to pass it with changes on a roll call 201–134. On June 13, 2019 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Kahn. The bill was enrolled on June 27, 2019 — the final check of the text before it goes to the governor. It became law without the governor's signature on August 3, 2019, as Chapter 317. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
