The Story
It was introduced on January 3, 2019 and referred to the Senate Health and Human Services committee. The committee held public hearings on January 29, 2019 and February 12, 2019. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2019-0500s), and the report was placed on the consent calendar. The committee's amendment (2019-0500s) was adopted on a voice vote on February 21, 2019, changing the text of the bill. On February 21, 2019 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 20, 2019 and was referred to the House Children and Family Law committee. The committee held a public hearing on April 30, 2019. The committee met in executive session on May 7, 2019 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it with changes (amendment 2019-1816h) by a vote of 12–6, and the report was placed on the regular calendar. A floor amendment (2019-1849h) was adopted on a voice vote, changing the text of the bill. On May 23, 2019 the House adopted “Reconsider Amendment 2019-1849h” on a voice vote, on a motion by Rep. Ley. The committee's amendment (2019-1816h) was adopted on a voice vote on May 23, 2019, changing the text of the bill. A floor amendment (2019-1849h), offered by Rep. Yokela, was rejected on a division vote 140–226 on May 23, 2019. On May 23, 2019 the House voted to pass it with changes on a voice vote. On June 6, 2019 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Sherman. On June 6, 2019 the House adopted “House Accedes to Senate Request for CofC” on a voice vote, on a motion by Rep. Patrick Long. On June 27, 2019 the House adopted the conference report (2547c) on a roll call 213–140. On June 27, 2019 the Senate adopted the conference report (2019-2547c) on a voice vote. The bill was enrolled on June 27, 2019 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2019-2670e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 29, 2019, making it Chapter 302 of the session laws. It took effect on July 29, 2019.
