SB 10 (2019)

relative to the state minimum hourly rate.

  • Status: Vetoed, override failed
  • Term: 2019-2020
  • House committee: Labor, Industrial and Rehabilitative Services
  • Senate committee: Commerce
  • Subject: Employment

The Story

It was introduced on January 3, 2019 and referred to the Senate Commerce committee. The committee held a public hearing on March 5, 2019. The committee recommended that the Senate pass it with changes (amendment 2019-0998s). The committee's amendment (2019-0998s) was adopted on a roll call 14–10 on March 21, 2019, changing the text of the bill. On March 21, 2019 the Senate voted to pass it with changes and ordered it to a third reading. It crossed to the House and was referred to the House Labor, Industrial and Rehabilitative Services committee. The committee held a public hearing on April 24, 2019. The committee held a work session on May 1, 2019. The committee met in executive session on May 23, 2019 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it with changes (amendment 2019-2138h) by a vote of 12–8, and the report was placed on the regular calendar. The committee's amendment (2019-2138h) was adopted on a voice vote on June 5, 2019, changing the text of the bill. On June 5, 2019 the House voted to pass it with changes on a roll call 209–139. On June 6, 2019 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Cavanaugh. On June 6, 2019 the House adopted “House Accedes to Senate Request for CofC” on a voice vote, on a motion by Rep. Sullivan. On June 27, 2019 the House adopted the conference report (2606c) on a roll call 207–143. On June 27, 2019 the Senate adopted the conference report (2019-2606c) on a roll call 14–10. The bill was enrolled on June 27, 2019 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2019-2665e) was adopted on a voice vote to correct technical errors found after passage. The governor vetoed it on August 9, 2019. The legislature can override a veto with a two-thirds vote in both chambers. On September 19, 2019 the Senate voted 14–10 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
