The Story

It was introduced on January 3, 2019 and referred to the Senate Finance committee. The committee held a public hearing on January 29, 2019. The committee recommended that the Senate pass it with changes (amendment 2019-0321s). The committee's amendment (2019-0321s) was adopted on a voice vote on February 14, 2019, changing the text of the bill. A floor amendment (2019-0508s), offered by Sen. Bradley, was rejected on a roll call 9–14 on February 14, 2019. On February 14, 2019 the Senate adopted “Reconsideration on Floor Amendment 2019-0508s” on a voice vote, on a motion by Sen. Feltes. A floor amendment (2019-0508s), offered by Sen. Bradley, was rejected on a roll call 10–13 on February 14, 2019. On February 14, 2019 the Senate adopted “Without Objection, Sen. It crossed to the House on February 14, 2019 and was referred to the House Labor, Industrial and Rehabilitative Services committee. The committee held a public hearing on February 26, 2019. The committee met in executive session on March 6, 2019 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it by a vote of 12–7, and the report was placed on the regular calendar. On March 20, 2019 the House voted to pass it on a roll call 219–142. An enrolled bill amendment (2019-1367e) was adopted on a voice vote on March 20, 2019. These correct technical errors found after passage. The bill was enrolled on March 28, 2019 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2019-1367e) was adopted on a voice vote to correct technical errors found after passage. The bill was enrolled on April 4, 2019 — the final check of the text before it goes to the governor. The governor vetoed it on May 9, 2019. The legislature can override a veto with a two-thirds vote in both chambers. On September 19, 2019 the Senate voted 14–10 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
