It was introduced on January 3, 2019 and referred to the House Election Law committee. The committee held a public hearing on January 29, 2019. The committee held work sessions on February 12, 2019, February 19, 2019 and February 20, 2019. The committee met in executive session on February 20, 2019 to vote on its recommendation. The committee voted unanimously, 20–0, to recommend that the House pass it with changes (amendment 2019-0597h), and the report was placed on the consent calendar. The committee's amendment (2019-0597h) was adopted on a voice vote on February 28, 2019, changing the text of the bill. A floor amendment (2019-0699h), offered by Rep. Ley, was adopted on a voice vote on February 28, 2019, changing the text of the bill. On February 28, 2019 the House voted to pass it with changes on a roll call 218–123. It crossed to the Senate on March 14, 2019 and was referred to the Senate Election Law and Municipal Affairs committee. The committee held a public hearing on May 1, 2019. The committee recommended that the Senate pass it with changes (amendment 2019-2026s). On May 23, 2019 the Senate adopted “Special Order to the beginning of Election Law and Municipal Affairs, Without Objection”. On May 23, 2019 the Senate adopted “Special Order to after Executive Departments and Administration, Without Objection”. The committee's amendment (2019-2026s) was adopted on a voice vote on May 23, 2019, changing the text of the bill. On May 23, 2019 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 23, 2019 the Senate adopted “Special Order to to the present time, Without Objection”. On June 13, 2019 the House adopted “House Concurs with Senate Amendment 2026s” on a division vote 208–137, on a motion by Rep. Moynihan. The bill was enrolled on June 27, 2019 — the final check of the text before it goes to the governor. The governor vetoed it on August 9, 2019. The legislature can override a veto with a two-thirds vote in both chambers. On September 18, 2019 the House voted 227–145 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
