The Story
It was introduced on January 3, 2019 and referred to the House Commerce and Consumer Affairs committee. The committee held a public hearing on March 6, 2019. The committee met in executive session on March 8, 2019 to vote on its recommendation. The committee held a work session on March 8, 2019. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it with changes (amendment 2019-0929h) by a vote of 12–8, and the report was placed on the regular calendar. The committee's amendment (2019-0929h) was adopted on a voice vote on March 19, 2019, changing the text of the bill. On March 19, 2019 the House voted to pass it with changes on a roll call 211–133. It crossed to the Senate on March 28, 2019 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on April 10, 2019. The committee recommended that the Senate pass it with changes (amendment 2019-2034s). On May 23, 2019 the Senate adopted “Special Order to the beginning of the regular calendar, Without Objection”. The committee's amendment (2019-2034s) was adopted on a voice vote on May 23, 2019, changing the text of the bill. On May 23, 2019 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 6, 2019 the House adopted “House Non-Concurs with Senate Amendment 2034s and Requests CofC” on a voice vote, on a motion by Rep. Billie Butler. On June 6, 2019 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Sharon Carson. A committee of conference met on June 18, 2019 to try to settle the differences between the two chambers' versions of the bill. On June 27, 2019 the Senate adopted the conference report (2019-2561c) on a division vote 14–10. On June 27, 2019 the House adopted the conference report (2561c) on a roll call 205–136. The bill was enrolled on June 27, 2019 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2019-2662e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on August 16, 2019, making it Chapter 333 of the session laws.
