The Story

It was introduced on January 3, 2019 and referred to the House Municipal and County Government committee. The committee held a public hearing on January 30, 2019. The committee met in executive session on February 26, 2019 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it by a vote of 11–8, and the report was placed on the regular calendar. On March 20, 2019 the House voted to pass it on a division vote 197–125. It crossed to the Senate on March 28, 2019 and was referred to the Senate Election Law and Municipal Affairs committee. The committee held a public hearing on May 1, 2019. The committee recommended that the Senate pass it with changes (amendment 2019-2373s). The committee's amendment (2019-2373s) was adopted on a voice vote on June 6, 2019, changing the text of the bill. A floor amendment (2019-2420s), offered by Sen. James Gray, was rejected on a voice vote on June 6, 2019. On June 6, 2019 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 13, 2019 the House adopted “House Non-Concurs with Senate Amendment 2373s” on a voice vote, on a motion by Rep. Carson.
