The committee met in executive session on February 26, 2019 and March 6, 2019. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it with changes (amendment 2019-0791h) by a vote of 16–3, and the report was placed on the regular calendar. The committee's amendment (2019-0791h) was adopted on a roll call 293–57 on March 20, 2019, changing the text of the bill. On March 20, 2019 the House voted to pass it with changes on a roll call 247–104. It crossed to the Senate on March 28, 2019 and was referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on April 16, 2019. The committee recommended that the Senate pass it. A floor amendment (2019-1990s), offered by Sen. Fuller Clark, was adopted on a voice vote on May 15, 2019, changing the text of the bill. On May 15, 2019 the Senate voted to pass it with changes and ordered it to a third reading.
