The Story
It was introduced on January 3, 2019 and referred to the House Judiciary committee. The committee held a public hearing on January 29, 2019. The committee met in executive session on February 26, 2019 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it with changes (amendment 2019-0218h) by a vote of 16–4, and the report was placed on the regular calendar. The committee's amendment (2019-0218h) was adopted on a voice vote on March 7, 2019, changing the text of the bill. On March 7, 2019 the House voted to pass it with changes on a division vote 230–122. It crossed to the Senate on March 14, 2019 and was referred to the Senate Judiciary committee. The committee held a public hearing on May 21, 2019. The committee recommended that the Senate pass it with changes (amendment 2019-2333s). The committee's amendment (2019-2333s) was adopted on a voice vote on May 30, 2019, changing the text of the bill. On May 30, 2019 the Senate voted to pass it with changes and ordered it to a third reading. On June 13, 2019 the House adopted “House Concurs with Senate Amendment 2333s” on a voice vote, on a motion by Rep. Marjorie Smith. The bill was enrolled on June 27, 2019 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2019-2677e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on August 16, 2019, making it Chapter 332 of the session laws.
