The Story

It was introduced on January 3, 2019 and referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on March 6, 2019. The committee met in executive session on March 13, 2019 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it by a vote of 13–7, and the report was placed on the regular calendar. On March 19, 2019 the House rejected a motion to lay it on the table on a division vote 140–188, on a motion by Rep. Pearl. On March 19, 2019 the House voted to pass it on a roll call 215–124. It crossed to the Senate on March 28, 2019 and was referred to the Senate Judiciary committee. The committee held a public hearing on May 9, 2019. The committee recommended that the Senate pass it with changes (amendment 2019-1953s). On May 23, 2019 the Senate adopted “Special Order to the next session, Without Objection”. The committee recommended that the Senate pass it with changes (amendment 2019-1953s). The committee's amendment (2019-1953s) was adopted on a voice vote on May 30, 2019, changing the text of the bill. On May 30, 2019 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 13, 2019 the House adopted “House Concurs with Senate Amendment 1953s” on a voice vote, on a motion by Rep. Cushing. The bill was enrolled on June 27, 2019 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2019-2638e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 29, 2019, making it Chapter 295 of the session laws.
