The committee held a work session on January 29, 2019. The committee met in executive session on January 29, 2019 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it with changes (amendment 2019-0132h) by a vote of 18–1, and the report was placed on the regular calendar. The committee's amendment (2019-0132h) was adopted on a voice vote on February 14, 2019, changing the text of the bill. On February 14, 2019 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 7, 2019 and was referred to the Senate Health and Human Services committee. The committee held a public hearing on March 19, 2019. The committee recommended that the Senate pass it with changes (amendment 2019-2348s). The committee's amendment (2019-2348s) was rejected on a voice vote on May 30, 2019. A floor amendment (2019-2397s), offered by Sen. Sherman, was adopted on a voice vote on May 30, 2019, changing the text of the bill. On May 30, 2019 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 13, 2019 the House adopted “House Concurs with Senate Amendment 2397s” on a voice vote, on a motion by Rep. Lucy Weber. The bill was enrolled on June 27, 2019 — the final check of the text before it goes to the governor. The governor vetoed it on July 19, 2019. The legislature can override a veto with a two-thirds vote in both chambers. On September 18, 2019 the House voted 224–156 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
