The Story
It was introduced on January 3, 2019 and referred to the House Science, Technology and Energy committee. The committee held a public hearing on February 6, 2019. The committee met in executive session on March 6, 2019 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it with changes (amendment 2019-0795h) by a vote of 11–8, and the report was placed on the regular calendar. The committee's amendment (2019-0795h) was adopted on a voice vote on March 20, 2019, changing the text of the bill. On March 20, 2019 the House voted to pass it with changes on a roll call 215–133. It crossed to the Senate on March 28, 2019 and was referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on April 9, 2019. The committee recommended that the Senate pass it with changes (amendment 2019-1892s). The committee's amendment (2019-1892s) was adopted on a voice vote on May 15, 2019, changing the text of the bill. A floor amendment (2019-1987s), offered by Sen. Feltes, was adopted on a voice vote on May 15, 2019, changing the text of the bill. On May 15, 2019 the Senate voted to pass it with changes and ordered it to a third reading. On June 6, 2019 the House adopted “House Non-Concurs with Senate Amendment 2019-1892s and 2019-1987s and Requests CofC” on a voice vote, on a motion by Rep. Backus. On June 6, 2019 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Fuller Clark. A committee of conference met on June 18, 2019 to try to settle the differences between the two chambers' versions of the bill. On June 27, 2019 the Senate adopted the conference report (2019-2555c) on a roll call 14–10. On June 27, 2019 the House adopted the conference report (2555c) on a voice vote. The bill was enrolled on June 27, 2019 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2019-2660e) was adopted on a voice vote to correct technical errors found after passage. The governor vetoed it on August 16, 2019. The legislature can override a veto with a two-thirds vote in both chambers. On September 18, 2019 the House voted 221–157 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
