The Story

It was introduced on January 3, 2019 and referred to the House Public Works and Highways committee. The committee held a public hearing on January 23, 2019. The committee met in executive session on February 5, 2019 to vote on its recommendation. The committee voted unanimously, 16–0, to recommend that the House pass it, and the report was placed on the consent calendar. On February 14, 2019 the House voted to pass it on a voice vote. It crossed to the Senate on March 7, 2019 and was referred to the Senate Transportation committee. The committee held a public hearing on March 26, 2019. The committee recommended that the Senate pass it with changes (amendment 2019-1315s). The committee's amendment (2019-1315s) was adopted on a voice vote on April 11, 2019, changing the text of the bill. A floor amendment (2019-1481s), offered by Sen. Bradley, was rejected on a roll call 10–13 on April 11, 2019. On April 11, 2019 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes (amendment 2019-1755s). The committee's amendment (2019-1755s) was adopted on a voice vote on May 15, 2019, changing the text of the bill. On May 15, 2019 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 23, 2019 the House adopted “House Non-Concurs with Senate Amendment 1755s and Requests CofC” on a voice vote, on a motion by Rep. John Cloutier. On June 6, 2019 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. David Watters. A committee of conference met on June 17, 2019 to try to settle the differences between the two chambers' versions of the bill. On June 27, 2019 the Senate adopted the conference report (2019-2529c) on a voice vote. On June 27, 2019 the House adopted the conference report (2529c) on a voice vote. The bill was enrolled on June 27, 2019 — the final check of the text before it goes to the governor. The governor signed it on July 29, 2019, making it Chapter 292 of the session laws.
