The committee voted unanimously, 20–0, to recommend that the House pass it, and the report was placed on the consent calendar. On February 27, 2019 the House voted to pass it on a voice vote. It crossed to the Senate on March 14, 2019 and was referred to the Senate Judiciary committee. The committee held a public hearing on April 2, 2019. The committee recommended that the Senate pass it. A floor amendment (2019-1655s), offered by Sen. Chandley, was adopted on a voice vote on April 25, 2019, changing the text of the bill. On April 25, 2019 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On May 15, 2019 the Senate voted to pass it on a voice vote and ordered it to a third reading. On May 23, 2019 the House adopted “House Concurs with Senate Amendment 1655s” on a voice vote, on a motion by Rep. Cushing.
