The Story

It was introduced on January 3, 2019 and referred to the House Environment and Agriculture committee. The committee held a public hearing on February 26, 2019. The committee met in executive session on March 5, 2019 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it with changes (amendment 2019-0732h) by a vote of 11–9, and the report was placed on the regular calendar. The committee's amendment (2019-0732h) was rejected on a division vote 107–203 on March 19, 2019. On March 19, 2019 the House rejected a motion to lay it on the table on a roll call 123–206, on a motion by Rep. Spang. On March 19, 2019 the House voted to pass it on a roll call 231–97. It crossed to the Senate on March 28, 2019 and was referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on April 16, 2019. The committee recommended that the Senate pass it with changes (amendment 2019-2334s). The committee's amendment (2019-2334s) was adopted on a voice vote on May 30, 2019, changing the text of the bill. On May 30, 2019 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 6, 2019 the House adopted “House Non-Concurs with Senate Amendment 2334s and Requests CofC” on a voice vote, on a motion by Rep. Gourgue. On June 6, 2019 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Fuller Clark. A committee of conference met on June 19, 2019 to try to settle the differences between the two chambers' versions of the bill. On June 27, 2019 the Senate adopted the conference report (2019-2615c) on a voice vote. On June 27, 2019 the House adopted the conference report (2615c) on a voice vote. The bill was enrolled on June 27, 2019 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2019-2664e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on August 16, 2019, making it Chapter 328 of the session laws.
