The Story
It was introduced on January 3, 2019 and referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on January 24, 2019. The committee met in executive session on February 7, 2019 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it with changes (amendment 2019-0295h) by a vote of 19–1, and the report was placed on the regular calendar. The committee's amendment (2019-0295h) was adopted on a voice vote on February 28, 2019, changing the text of the bill. On February 28, 2019 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 14, 2019 and was referred to the Senate Judiciary committee. The committee recommended that the Senate pass it with changes (amendment 2019-2181s). The committee's amendment (2019-2181s) was rejected on a voice vote on May 30, 2019. On May 30, 2019 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on June 13, 2019 — the final check of the text before it goes to the governor. The governor signed it on July 10, 2019, making it Chapter 171 of the session laws.
