The Story
It was introduced on January 3, 2019 and referred to the House Legislative Administration committee. The committee held a public hearing on February 13, 2019. The committee met in executive session on February 20, 2019 to vote on its recommendation. The committee voted 7–4 to recommend that the House pass it, and the report was placed on the regular calendar. On February 28, 2019 the House voted to pass it on a voice vote. On February 28, 2019 the bill was referred to the Finance committee, whose chair waived the referral under House Rule 46(f). It crossed to the Senate on March 14, 2019 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on April 3, 2019. The committee voted unanimously, 5–0, to recommend that the Senate pass it, and the report was placed on the consent calendar. On April 11, 2019 the Senate voted to pass it on a voice vote and ordered it to a third reading. An enrolled bill amendment (2019-1546e) was adopted on a voice vote on April 11, 2019. These correct technical errors found after passage. The bill was enrolled on May 2, 2019 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2019-1546e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on May 15, 2019, making it Chapter 31 of the session laws.
