HB 446 (2019)

relative to initiating amendments and corrections to birth records.

  • Status: Vetoed, override failed
  • Term: 2019-2020
  • House committee: Health, Human Services and Elderly Affairs
  • Senate committee: Health and Human Services
  • Subject: Miscellaneous

The Story

It was introduced on January 3, 2019 and referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on January 17, 2019. The committee held a work session on March 5, 2019. The committee met in executive session on March 5, 2019 to vote on its recommendation. The committee voted 16–3 to recommend that the House pass it with changes (amendment 2019-0801h), and the report was placed on the regular calendar. The committee's amendment (2019-0801h) was adopted on a voice vote on March 14, 2019, changing the text of the bill. On March 14, 2019 the House voted to pass it with changes on a roll call 224–125. It crossed to the Senate on March 21, 2019 and was referred to the Senate Health and Human Services committee. The committee held a public hearing on April 2, 2019. The committee recommended that the Senate pass it with changes (amendment 2019-1854s). The committee's amendment (2019-1854s) was adopted on a voice vote on May 15, 2019, changing the text of the bill. On May 15, 2019 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 13, 2019 the House adopted “House Concurs with Senate Amendment 1854s” on a voice vote, on a motion by Rep. Lucy Weber. The bill was enrolled on June 27, 2019 — the final check of the text before it goes to the governor. The governor vetoed it on July 19, 2019. The legislature can override a veto with a two-thirds vote in both chambers. On September 18, 2019 the House voted 230–148 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
