HB 435 (2019)

relative to certain terminology in the rulemaking authority of the department of education.

  • Status: Signed into law
  • Term: 2019-2020
  • House committee: Education
  • Senate committee: Education and Workforce Development
  • Subject: Education - General
  • Chapter law: 258

The Story

It was introduced on January 3, 2019 and referred to the House Education committee. The committee held a public hearing on January 23, 2019. The committee met in executive session on February 5, 2019 to vote on its recommendation. The committee voted unanimously, 19–0, to recommend that the House pass it, and the report was placed on the consent calendar. On February 14, 2019 the House voted to pass it on a voice vote. On February 14, 2019 the bill was referred to the Executive Departments and Administration committee, whose chair waived the referral under House Rule 46(f). It crossed to the Senate on March 7, 2019 and was referred to the Senate Education and Workforce Development committee. The committee held a public hearing on April 23, 2019. The committee recommended that the Senate pass it with changes (amendment 2019-1837s). The committee's amendment (2019-1837s) was rejected on a voice vote on May 15, 2019. A floor amendment (2019-1988s), offered by Sen. Kahn, was adopted on a voice vote on May 15, 2019, changing the text of the bill. On May 15, 2019 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 13, 2019 the House adopted “House Concurs with Senate Amendment 1988s” on a voice vote, on a motion by Rep. Myler. The bill was enrolled on June 27, 2019 — the final check of the text before it goes to the governor. The governor signed it on July 19, 2019, making it Chapter 258 of the session laws.
