The Story
It was introduced on January 3, 2019 and referred to the House Municipal and County Government committee. The committee held a public hearing on March 5, 2019. The committee met in executive session on March 6, 2019 to vote on its recommendation. The committee voted unanimously, 20–0, to recommend that the House pass it, and the report was placed on the consent calendar. On March 20, 2019 the House voted to pass it on a division vote 234–103. It crossed to the Senate on March 28, 2019 and was referred to the Senate Election Law and Municipal Affairs committee. The committee held a public hearing on April 25, 2019. The committee recommended that the Senate make no recommendation. On May 15, 2019 the Senate voted to pass it and ordered it to a third reading. The bill was enrolled on May 30, 2019 — the final check of the text before it goes to the governor. The governor vetoed it on June 25, 2019. The legislature can override a veto with a two-thirds vote in both chambers. On September 18, 2019 the House voted 221–157 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
