The Story
It was introduced on January 3, 2019 and referred to the House Health, Human Services and Elderly Affairs committee. The House withdrew that referral and sent the bill to the Children and Family Law committee instead. The committee held a public hearing on March 5, 2019. The committee met in executive session on March 13, 2019 to vote on its recommendation. The committee voted 18–1 to recommend that the House pass it with changes (amendment 2019-1023h), and the report was placed on the consent calendar. The committee's amendment (2019-1023h) was adopted on a voice vote on March 19, 2019, changing the text of the bill. On March 19, 2019 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 28, 2019 and was referred to the Senate Health and Human Services committee. The committee held a public hearing on April 9, 2019. The committee recommended that the Senate pass it with changes (amendment 2019-2352s). On May 30, 2019 the Senate adopted “Special Order to the next session, Without Objection”. The committee recommended that the Senate pass it with changes (amendment 2019-2352s). On June 6, 2019 the Senate adopted “Special Order to the end of Energy and Natural Resources, Without Objection”. The committee's amendment (2019-2352s) was rejected on a roll call 10–14 on June 6, 2019. A floor amendment (2019-2437s), offered by Sen. Sherman, was adopted on a voice vote on June 6, 2019, changing the text of the bill. A floor amendment (2019-2456s), offered by Sen. Bradley, was adopted on a roll call 14–10 on June 6, 2019, changing the text of the bill. On June 6, 2019 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 6, 2019 the House adopted “House Non-Concurs with Senate Amendment 2437s and 2456s and Requests CofC” on a voice vote, on a motion by Rep. Patrick Long. On June 6, 2019 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Sherman. A committee of conference met on June 18, 2019 to try to settle the differences between the two chambers' versions of the bill. On June 27, 2019 the Senate adopted the conference report (2019-2546c) on a voice vote. On June 27, 2019 the House adopted the conference report (2546c) on a voice vote. The bill was enrolled on June 27, 2019 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2019-2658e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on August 16, 2019, making it Chapter 326 of the session laws.
