The Story

It was introduced on January 3, 2019 and referred to the House Municipal and County Government committee. The committee held a public hearing on January 23, 2019. The committee met in executive session on February 6, 2019 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it by a vote of 12–7, and the report was placed on the regular calendar. On March 7, 2019 the House voted to pass it on a division vote 188–140. It crossed to the Senate on March 14, 2019 and was referred to the Senate Judiciary committee. The committee held a public hearing on April 16, 2019. The committee voted unanimously, 5–0, to recommend that the Senate pass it, and the report was placed on the consent calendar. On May 2, 2019 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on May 15, 2019 — the final check of the text before it goes to the governor. It became law without the governor's signature on June 8, 2019, as Chapter 71. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
