The Story

It was introduced on January 3, 2019 and referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on January 15, 2019. The committee met in executive session on February 7, 2019 to vote on its recommendation. The committee held work sessions on February 7, 2019 and February 26, 2019. The committee met in executive session on February 26, 2019 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it with changes (amendment 2019-0689h) by a vote of 17–4, and the report was placed on the regular calendar. The committee's amendment (2019-0689h) was adopted on a voice vote on March 7, 2019, changing the text of the bill. On March 7, 2019 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 14, 2019 and was referred to the Senate Health and Human Services committee. The committee held a public hearing on March 26, 2019. The committee recommended that the Senate pass it with changes (amendment 2019-1613s). The committee's amendment (2019-1613s) was adopted on a voice vote on May 2, 2019, changing the text of the bill. A floor amendment (2019-1783s), offered by Sen. Sherman, was adopted on a voice vote on May 2, 2019, changing the text of the bill. On May 2, 2019 the Senate voted to pass it with changes and ordered it to a third reading. On June 13, 2019 the House adopted “House Concurs with Senate Amendment 1613s and 1783s” on a voice vote, on a motion by Rep. Lucy Weber. The bill was enrolled on June 27, 2019 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2019-2654e) was adopted on a voice vote to correct technical errors found after passage. The governor vetoed it on August 2, 2019. The legislature can override a veto with a two-thirds vote in both chambers. On September 18, 2019 the House voted 259–120 to override the governor's veto on a roll call, meeting the two thirds threshold. On September 19, 2019 the Senate voted 13–11 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
