The Story

It was introduced on February 14, 2019 and referred to the House Public Works and Highways committee. The committee held a public hearing on March 5, 2019. The committee held work sessions on March 13, 2019, March 14, 2019, March 18, 2019, March 25, 2019, March 26, 2019, March 27, 2019 and March 28, 2019. The committee met in executive session on April 2, 2019 to vote on its recommendation. The committee voted unanimously, 18–0, to recommend that the House pass it with changes (amendment 2019-1373h), and the report was placed on the regular calendar. The committee's amendment (2019-1373h) was adopted on a voice vote on April 11, 2019, changing the text of the bill. On April 11, 2019 the House voted to pass it with changes on a roll call 362–5. It crossed to the Senate on April 18, 2019 and was referred to the Senate Capital Budget committee. The committee held a public hearing on May 16, 2019. The committee recommended that the Senate pass it with changes (amendment 2019-2209s). The committee's amendment (2019-2209s) was adopted on a voice vote on May 30, 2019, changing the text of the bill. On May 30, 2019 the Senate voted to pass it with changes and ordered it to a third reading. On June 13, 2019 the House adopted “House Concurs with Senate Amendment 2209s” on a voice vote, on a motion by Rep. John Cloutier. The bill was enrolled on June 27, 2019 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2019-2637e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on June 28, 2019, making it Chapter 146 of the session laws.
